Training

The Small Business GWAC Center provides training for use of its GWACs. Training will be customized for federal customers' needs and may include: GWAC portfolio overviews, overviews for individual GWACs, or Delegation of Procurement Authority (DPA) training. Training is provided at no cost to customers.

There are multiple ways to receive training: onsite, conference calls, web or video conferences, or an online course. Typically, onsite training is arranged for a group of contracting and/or small business personnel from a customer agency. Any questions regarding training may be submitted to sbgwac@gsa.gov or by calling the Small Business GWAC Center toll-free at (877) 327-8732.

COMMITS NexGen GWAC DPA Training (Mandatory for Use of Contract)


Federal buyers who wish to use a GWAC must receive training and be granted a DPA prior to issuing task orders. Delegations can only be granted to warranted Contracting Officers (COs), but all individuals involved in the order process are encouraged to participate in the training. Upon completion of the training, COs can request a DPA for a desired GWAC by following the DPA request procedures listed under the “Delegation of Procurement Authority” tab on this page. There are many ways to receive DPA training.

Online: GSA Center for Acquisition Excellence Training

To take advantage of this readily available form of DPA training, please follow these steps:

  1. Access and log in to the Center for Acquisition Excellence. Create a New Account (if you do not already have one).
  2. Click on "Learning Center."
  3. Click on "Course Catalog."
  4. Type in "COMMITS NexGen" in the search field.
  5. Click on the "COMMITS NexGen GWAC Delegation of Procurement Authority Training" link.
  6. Complete the seminar and exam.

 

Note: A copy of the seminar completion certificate and the Ordering Contracting Officer's (OCO's) warrant are required prior to requesting a DPA through the GSA GWAC Management Module.

Conference Call, Web or Video Conference, and Onsite Training

To start the process, COs need to submit the following information to commits@gsa.gov:

  1. Agency name, individual(s) full name, street address, email address, phone number, and fax number for each CO requesting DPA training.
  2. Names of other individuals who may be participating in the training.
  3. Upon receipt of this information, the Small Business GWAC Center will contact the CO to set up a training date and time.

 

DPA training takes about 15 to 20 minutes on a conference call with a Procuring Contracting Officer. After the training is completed, the OCO will request a DPA from the GWAC Management Module. It is possible for these delegations to be granted in the same day as the training.
