This site highlights best practices in key phases of the multiple award contracting process including, among other areas, the "fair opportunity to be considered" requirement and streamlined ordering processes. Many of the examples and best practices pertain to the information technology industry.
Best practices are defined as techniques that agencies may use to help detect and avoid problems in the acquisition, management, and administration of contracts. Best practices are practical techniques gained from practical experience that may be used to improve the procurement process.
Best Practices
- During acquisition planning, Contracting Officers and Program/Technical Officials should work together to develop a clear statement of work.
- Continuously seek contractor input to improve the efficiency and effectiveness of the ordering process.
- The use of performance-based work statements should result in more task orders being fixed-priced.
- Use past performance on earlier tasks under the multiple award contract, including cost or price control, to determine which awardees should be considered for future tasks.
- Provide for post award meeting to address contract administration duties, to include close-out responsibilities.
