Alliant SB Delegation of Procurement Authority
Contracting Officers (COs) who wish to award and administer orders against the Alliant SB GWAC must receive training and be granted a Delegation of Procurement Authority (DPA). A DPA will only be granted to warranted COs; however, others involved in the acquisition process are encouraged to participate in the training. The purpose of a DPA is to ensure that the roles and responsibilities between the GSA Contracting Officer (GSA CO) and the Ordering Contracting Officer (OCO) are clearly established, and to comply with the Office of Management and Budget's (OMB) Executive Agent designation to GSA. Delegations are required by GSA's Quality Assurance Plan in accordance with the OMB guidelines.
How to request a DPA to utilize Alliant SB:
- Complete the Alliant & Alliant SB GWAC DPA training. Click the Training tab on this site if training is not already completed.
- Request a DPA for Alliant SB from the GWAC Management Module (GWAC MM). The GWAC MM is an online, web-based system for contract administrative information.

Log in to
ITSS.
New ITSS users will create an account by completing the “
New User Registration” from the home page. Video tutorials are available for OCOs on the ITSS site. For registration assistance, call (877) 243-2889 (option 2).

Click the “GWAC” tab at the top of the main screen to enter the GWAC MM. Existing ITSS users without access to GWAC MM need to edit their “Registration Profile” in order to obtain access.

Select “Request Delegation.”

Select the GWAC(s) you are requesting delegation for in the drop-down menu.

Click on "Submit."

A DPA request will be sent to the GWAC Center managing that contract. Once the request has been submitted, the appropriate GSA CO will follow up in order to complete the DPA process. The OCO will submit a copy of the course completion certificate and a copy of their warrant to the GSA CO. Finally, as a last step, a bilateral agreement will be exchanged between the GSA CO and the OCO for signatures from both parties.
- The DPA is granted once a bilateral agreement is signed by both the GSA CO and the OCO.
