GWAC Delegation of Procurement Authority

Prior to issuing task orders, federal buyers who wish to use the Enterprise GWAC contracts must complete contract overview training in order to be granted a written Delegation of Procurement Authority (DPA), designating them as authorized users (Ordering Contracting Officers (OCOs)). DPA training may be accomplished through either a webinar or a conference call hosted by the Enterprise GWAC team.

Please note that a DPA can also be requested through the GWAC Management Module, located within the IT Solutions website.

Description of Course: This session covers operational-level topics such as scope, ordering process, price and cost, roles and responsibilities, and how to best utilize the Enterprise GWAC webpages on gsa.gov. Upon course completion, warranted contracting officers are eligible to receive a DPA which authorizes them to place and administer task orders against Enterprise GWAC contracts.

Who Should Attend: All members of an acquisition team are welcome to attend, including program managers, contracting officer technical representatives, contract specialists, and contracting officers.

Webinar: Federal customers interested in participating in webinar training are asked to send their requests to mimi.bruce@gsa.gov. Webinar details such as login and pass code will be provided via return email.

Conference Call: The Enterprise GWAC team is available to provide DPA training via conference call for federal customers. To start the process, please send an email to mimi.bruce@gsa.gov, referencing "Request for Delegation" in the subject line, or fax to (858) 530-3182. Please include the following information with your email or fax request:

1. Agency name, individual(s) full name, street address, email address, phone number, and fax number for each warranted Contracting Officer requesting the DPA.

2. A scanned copy of each Contracting Officer's warrant.

3. Names of other individuals who may be participating in the training.

Upon receipt of this information, a member of the Enterprise GWAC team will contact the OCO to set up a training date and time. Please allow approximately 60 minutes for the training. For maximum benefit, access to a conference phone, computer, and the Internet is recommended. Following the training session, a DPA memorandum will be sent to each OCO for signature. If necessary, it is possible to grant a delegation on the same day as the training.
