Environmental Impact Statement for Nebraska Avenue Complex Master Plan for Components of the Department of Homeland Security
The U.S. General Services Administration, in cooperation with the Department of Homeland Security (DHS), intends to prepare an Environmental Impact Statement (EIS) to analyze the potential impacts from the proposed Master Plan to guide future development of a cohesive campus for DHS at the Nebraska Avenue Complex (NAC). The NAC Master Plan is needed to support the goals of the DHS National Capital Region Master Housing Plan which proposes to consolidate 28,000 DHS employees currently housed in approximately 48 locations into approximately 8 locations.
GSA will analyze a range of alternatives, including a no action alternative, for the proposed Master Plan for the Nebraska Avenue Complex. As part of the EIS, GSA will study the impacts of each alternative on the natural, cultural and social environment.
Public Involvement Opportunities
GSA is accepting comments concerning the scope of the EIS. GSA has identified the following as preliminary impact issues for analysis in the EIS: Historic Resources, Visual Resources; Traffic and Transportation; Natural Resources, Solid Waste, Noise, Utilities and Infrastructure. GSA is also solicting comments regarding the alternatives to be studied in the EIS. Comments received during the scoping period will be used to refine alternatives and issues analyzed in the EIS.
A public scoping meeting will be held on Tuesday, November 17, 2009, from 7:00 p.m. until 9:00 p.m., at Horace Mann Elementary School, Multipurpose Community Center Building, located at 4430 Newark Street, NW, Washington, DC. The meeting will be an informal open house with a brief presentation, where visitors may come, receive information and give comments.
Comments may be submitted at the scoping meeting or by mail or email during the 30-day scoping period. The scoping period ends December 4, 2009. Comments must be postmarked by December 4, 2009.
