GSA Hosts Virtual, In-person Investor Meetings Ahead of Public Auction for Orange County’s Historic Chet Holifield Federal Building
89+ acre Laguna Ridge property now available in Laguna Niguel
SAN FRANCISCO — The U.S. General Services Administration (GSA) has announced public auction details for the sale of the 89-acre Laguna Ridge federal property in Laguna Niguel, Calif. With its unique ziggurat-style architecture, the Chet Holifield Federal Building is one of Orange County’s largest and most easily recognizable buildings and was designed by William L. Pereira, architect of San Francisco’s renowned Transamerica Pyramid.
The property will be sold via an online auction at RealEstateSales.gov. The online auction will begin June 5. Each bidder is required to submit a bid registration of $200,000 and the minimum starting bid is $70 million. Specific terms and conditions are available in the Invitation for Bids released Wednesday, November 29, 2023.
Prior to the auction, two upcoming meetings will be held to share additional information and answer questions from the public and potential bidders.
March 13th Virtual Webinar (Event #1)
What: GSA will host an informational webinar on the executed Memorandum of Agreement (MOA) regarding the disposition via public sale pursuant to the Federal Assets Sale and Transfer Act of 2016 (FASTA) of the Laguna Ridge property. The webinar will outline the MOA options and responsibilities that Purchaser must elect to address the historic significance of the Property.

March 27th Industry Day (In-person: Event #2)
What: GSA will host an in-person Industry Day Event to share the latest developments for the auction of the Laguna Ridge property. Industry Day highlights will include an overview of the property sale and process from GSA, as well as an overview of the federal use reservation. The city of Laguna Niguel will also provide an overview of the entitlement process and potential development approaches. Attendees are welcome to submit questions in advance, NLT March 15, 2024 to LagunaRidge@gsa.gov. Attendance to the event and guided tours is free.

Tours of the Building: Guided tours of the building will be provided at 1 pm, 2 pm, 3 pm and 4 pm PST. To request a tour, please send an email to LagunaRidge@gsa.gov at least five (5) business days before the requested tour date specifying two tour time options. The maximum number of participants per group is limited to forty (40) persons.
Please note: A current government issued photo identification card is required to enter the building. Airport-style security screening procedures are in effect. Please provide advance notification if you require ADA accommodations.
This property was identified as one of the properties for the high-value round under the Federal Asset Sale and Transfer Act (FASTA - PL 114-287). Under the FASTA legislation, proceeds from property sales in the high-value round will be used to fund further potential sales of unneeded federal property and consolidation actions to save taxpayer funds.
