GSA Announces Projects Selected to Receive American Rescue Plan (ARP) Funding for Citizen-Facing Digital Services
WASHINGTON — Today, the General Services Administration’s (GSA) Technology Transformation Services (TTS) announced the 14 projects selected to receive funding in FY21 under the $150 million provided by the American Rescue Plan Act of 2021. This work will provide government-wide citizen-facing services to help recover and rebuild from the COVID-19 pandemic and reimagine the delivery of digital services improving transparency, security, and efficiency.
The American Rescue Plan provides critical resources to modernize technology and improve cybersecurity across the federal government - a need even further underscored by the pandemic. As an agency with a unique cross-agency role in implementing the Biden-Harris administration priorities and a strategic focus on customer experience and delivering value to taxpayers, GSA is well-positioned to improve the overall experience for the public as they interact with government services.
“These projects are a prime example of GSA’s commitment to using technology to make sure government can move at the speed of need and deliver for the people and communities we serve,” said GSA Administrator Robin Carnahan. “From making it easier for families to access child care services to helping farmers access debt relief programs, these projects address some of the most pressing issues people face in their daily lives. Combined with efforts like the Technology Modernization Fund, we have an opportunity to make a truly transformative impact and reimagine how we deliver services to the public.”

To execute, TTS is leveraging best practices from the 10x program. The best practices include using equitable evaluation criteria, performing due diligence, and project tracking.
The funds were provided by Congress to the Federal Citizen Services Fund (FCSF) within GSA as part of the American Rescue Plan, which President Biden signed into law on March 11, 2021. Overall, the American Rescue Plan provides $1.9 trillion of much-needed relief for the American people.
