The planning phase encompasses GSA’s Pre-Planning, Feasibility Study and Program Development Study (PDS) activities. Consideration for commissioning is critical at this phase of a project. During this phase, the GSA project manager (PM) must incorporate commissioning activities within the project delivery process. Adequate consideration for commissioning scope, budget and schedule shall be included in the Feasibility Study and PDS. Furthermore, it is at this phase that the owner’s project requirements are developed in collaboration with the client agency. These requirements establish the benchmarks for performance later in the commissioning process.
