Handley Selected to Head GSA's Great Lakes Region

WASHINGTON, DC - U.S. General Services Administrator Stephen A. Perry today announced his appointment of Illinois native James C. Handley as the agency's Great Lakes Regional Administrator and as part of the agency's emerging leadership team.
"The Bush administration is fortunate to have Jim Handley's experience, ability and commitment," Perry said. "The Great Lakes regional operations he will oversee will benefit enormously from his background." GSA operates and manages 1,800 government-owned buildings and 6,500 leased buildings.
Mr. Handley, 57, brings more than 25 years of experience in government relations in private and public sectors and previously served as GSA's Regional Administrator for the National Capital Region (NCR) from 1989 to 1993. As NCR Administrator, Mr. Handley managed and was responsible for the day-to-day operations of the region employing 1,900 people and an annual budget of $1.5 billion. He guided the region through an extensive building expansion initiative and implemented the agency's Strategic Planning and Total Quality Management processes. Since then, Mr. Handley has worked primarily in government affairs consulting and managed the Washington, D.C. government affairs office for GTECH Corporation, the world's largest provider of online lottery systems.
Headquartered in Chicago, the Great Lakes region has a real estate portfolio that includes 191 government-owned buildings and leased space in 879 commercial buildings. As the Regional Administrator, Mr. Handley will direct a GSA workforce of approximately 1,092 employees in Illinois, Indiana, Michigan, Minnesota, Ohio, and Wisconsin and oversee an annual operating budget of about $299 million.

Mr. Handley attended Eastern Illinois University and graduated in 1971 with a bachelor's degree in Business Marketing. He currently resides in Alexandria, Va. He has four adult daughters and four grandchildren.
