GSA Appoints Mary Mitchell to Head Office of Electronic Commerce

WASHINGTON - The U.S. General Services Administration (GSA) has announced the appointment of Mary Mitchell as Deputy Associate Administrator of the Office of Electronic Commerce in GSA's Office of Governmentwide Policy. The appointment is effective May 10.
Mitchell will be responsible for supporting, coordinating, and monitoring the U.S. Government's implementation of electronic commerce (EC). Key focus areas of the office include electronic catalogs, smart card technology, electronic grants, and EC security. She will also co-chair of the Federal Electronic Commerce Program Office with the Department of Defense. The program office provides central leadership and management for the use of EC in the Federal Government.
"This is an important appointment," said GSA Administrator David J. Barram. "At GSA we're changing Government procurement by developing a policy framework to support electronic commerce and by helping agencies find and use the best EC tools."
Prior to joining GSA, Mitchell served as a Program Manager in the Information Technology and Applications Office of the Advanced Technology Program at the Department of Commerce's National Institute of Standards and Technology (NIST). Mitchell managed an information technology program and worked with industry to define promising technology investments in areas such as electronic commerce, intelligent control, and intelligent engineering design. She also managed advance learning technology projects.
"The Advanced Technology Program is a unique program that accelerates the development of innovative technologies for broad national benefit through partnerships with the private sector," said Raymond Kammer, Director of NIST. "Mary Mitchell made valuable contributions to the program's success."
Before joining the Advanced Technology Program, Mitchell was a Program Analyst in the NIST Program Office where she represented NIST on the cross-agency Electronic Commerce Task Force. Prior to this, she led a group that contributed to the development of an international standards for product data representation. Mitchell joined the National Bureau of Standards (the predecessor to NIST) in 1982.
"Mary Mitchell's experience in forming strong alliances with industry partners and her significant contributions to global interoperability standards will make her a great asset to GSA's EC program and to the Electronic Catalog Interoperability Pilot," said Ron Parsons, Alliance Management Director, CommerceNet, a global Internet-based electronic commerce consortium. The pilot, co-sponsored by GSA and CommerceNet, is testing interoperability between electronic catalogs across the government.
Mitchell has received numerous public and private sector awards including the Department of Commerce Silver Medal Award in 1994.
