Based on local agency travel policy, a traveler can use the airport that is the most cost effective or that best suits their needs in cities with multiple airports, unless otherwise prohibited by the traveler's agency. Domestic cities with multiple airports include: Chicago, Dallas/Fort Worth, Detroit, Houston, Los Angeles, New York/Newark, San Francisco/Oakland and Washington, DC (including Baltimore - BWI).
International cities with multiple airports include: London, Moscow, Paris and Tokyo
