Question:
What role does GSA play in Freeze the Footprint?

Answer:
By now you may be familiar with the term “Freeze the Footprint” (FTF), formerly No Net New, which is the policy issued by the Office of Management and Budget (OMB) that prohibits agencies from increasing their total square footage beyond FY12 baselines.  OMB released a memo on March 14, 2013, detailing how FTF policy will be implemented.  

Nationally, your agency has either submitted to OMB or is finalizing its Real Property Cost Savings and Innovation Plan, which outlines how it will maintain its FY12 baseline for three years.  Since the baseline square footage amount cannot be increased, space must be reduced elsewhere in order to open a new office or expand an existing office.  GSA can assist in reviewing and adjusting your agency’s regional portfolio so that it not only complies with FTF, but also improves efficiency and effectiveness in supporting your agency’s mission.  Feel free to contact your Regional Account Manager (RAM) to get the ball rolling.
