The Thrift Savings Plan (TSP)

The Thrift Savings Plan (TSP) is a retirement savings and investment plan for federal employees. TSP offers federal employees the same type of savings and tax benefits that many private corporations offer their employees under 401(k) type plans.

Some things to consider

  • TSP offers a choice in investment options.
  • You can elect to contribute to the TSP at any time; there is no waiting period.  The amount you can contribute changes annually, but can never exceed the Internal Revenue Code limit for each year. 
  • GSA will automatically enroll you in TSP upon your hire or rehire date and will deduct 3% of your basic pay to deposit in your account, unless you elect to change or stop your contributions.
  • GSA will begin contributing agency automatic contributions (1%) immediately to your account.

New employees covered by the Federal Employees Retirement System (FERS)

  • GSA will match $1.00 for every $1.00 you invest for the first 3 percent of your basic salary, and 50 cents for each $1.00 you invest for the next 2 percent of your basic salary. When you make a 5% election, this maximizes the agency contributions.
  • You may elect to also contribute any dollar amount or percentage (1% to 100%) of your basic pay, up to the IRS code limit.

Employees covered by the Civil Service Retirement Systems (CSRS)

  • For employees covered by the Civil Service Retirement System (CSRS) the TSP can provide you with a source of retirement income in addition to your CSRS annuity.  Although you do not receive any agency contributions you do have the benefit of deferring taxes on your contributions and the earnings in your TSP account.
