Houston Taylor, Regional Commissioner, Federal Acquisition Service
Houston Taylor began serving as the Regional Commissioner for the Federal Acquisition Service (FAS) in the National Capital Region (NCR) in September 2015. In this role, Mr. Taylor oversees GSA's largest regional FAS operation with a client base of approximately 800,000 users, supported by the Assisted Acquisition, Network Services, Personal Property, and Fleet Management business lines.
Mr. Taylor previously served as Assistant Commissioner of FAS's Office of Customer Accounts and Research, where he managed the major functional areas of Customer Relationship and Outreach and Customer Research and Data Analytics. Mr. Taylor also previously served as Assistant Commissioner of Acquisition Management where he managed major functional areas including Acquisition Career Field Management, Policy Implementation, Socio-Economic Programs, Supplier Management and the Federal Supply Schedules Program.
Mr. Taylor brings more than 25 years of procurement and contract management experience to GSA. He retired from active duty with the U.S. Air Force in 2000. His assignments included tours in Turkey, the United Kingdom, the Air Force Inspection Agency, and Operation Provide Comfort, where he worked as a contingency contracting officer in southern Turkey and northern Iraq. In his final assignment he worked at the Pentagon for the Deputy Assistant Secretary for the U.S. Air Force as the contracting career field manager. Additional highlights of Mr. Taylor’s extensive government career include service as a contracting professional in the Department of Homeland Security and the U.S. Postal Service.
Mr. Taylor earned a Masters of Business Administration in Acquisition and a Graduate Certificate in Procurement and Contracts Management. He is also a Level III-Certified Contracting Officer and a Certified Federal Contracts Manager. Mr. Taylor also completed the Senior Executive Fellows program at Harvard University’s Kennedy School of Government.
