Minimum Performance Criteria

GSA has identified Minimum Performance Criteria (MPC) that should be applied to Recovery Act-funded projects transforming federal buildings into high-performance green buildings. In support of the criteria, MPC checklists, LEED credits, and Guiding Principles documentation are included below.

Agencies should note that:

  • The criteria for Existing Buildings apply to individual components designated for repair and alteration. Where practicable, these criteria establish goals to be achieved within the component scope and funding.
  • The criteria for New Construction and Major Renovations apply to all federal buildings, courthouses, and land ports of entry.

Implementing the Guiding Principles is a requirement for federal agencies under EO 13423 and EO 13514. For implementation resources for the Guiding Principles see www.wbdg.org/sustainableEO
