Agencies must be sure to follow the Fair Opportunity guidelines set forth in the FSSI TEMS Customer User Guide (Word, 2,285k, 05/07/2008). With this option, if you order direct order/direct bill (DODB), your agency is responsible for managing all aspects of the acquisition. GSA provides the contract vehicle.
GSA-assisted procurement
With a GSA-assisted procurement, GSA performs any or all of the following, as you direct:
- Assisting with or developing a Statement of Work (SOW)
- Verifying, obligating, and ensuring proper use of funds
- Evaluating proposals and awarding orders
- Maintaining all award documentation
- Processing order closeout
TEMS contracts are fixed price, indefinite delivery indefinite quantity (IDIQ) type contracts. The period of performance is a base period of two years with three 12-month options. It has an estimated value of $93 million. TEMS is part of the Federal Strategic Sourcing Initiative (FSSI).
