Federal Strategic Sourcing Initiative (FSSI)

Strategic sourcing is the structured and collaborative process of critically analyzing an organization’s spending patterns to better leverage its purchasing power, reduce costs, and improve overall performance. The primary goals of FSSI are to:

  • Strategically source across federal agencies;
  • Establish mechanisms to increase total cost savings, value, and socioeconomic participation;
  • Collaborate with industry to develop optimal solutions;
  • Share best practices; and
  • Create a strategic sourcing community of practice.

Current FSSI Commodity Solutions

Building Maintenance and Operations

The Building Maintenance and Operations (BMO) strategic sourcing solution helps agencies reduce costs of services to maintain and operate federal buildings and assets. Currently, BMO services are only available in a limited area with plans to expand in FY2017 and beyond.

Wireless FSSI

Save 15-20 percent by using the Wireless FSSI BPA. Easily select the best customized solution when you consolidate multiple wireless services, plans, and devices. Federal agencies and state and local governments may use the Wireless FSSI BPAs which are based on GSA's IT Schedule 70.

Janitorial and Sanitation Supplies

GSA made the process of buying janitorial products easier. Eighteen blanket purchase agreements are established for a new strategic sourcing solution designed to help federal agencies purchase Janitorial and Sanitation (JanSan) supplies. Prices average 7 to 15 percent lower than standard government pricing.

Office Supplies

The FSSI Office Supplies (OS3) solution was the result of a collaborative team effort among sixteen agencies across the federal government. This program balances low prices with socioeconomic and environmental goals.

Domestic Delivery Service

The FSSI Domestic Delivery Services (DD3) solution leverages the government's buying power. FSSI DD3 provides access to a governmentwide procurement vehicle that offers best in class pricing and access to data and tools to improve shipping procedures.

Maintenance, Repair, and Operations

GSA offers federal agencies a way to purchase Maintenance, Repair and Operations (MRO) equipment and supplies at below-current government market prices. This solution supports small business, streamlines product offerings, and reduces the need for standalone agency contracts.
