Bannister Federal Complex
The Bannister Federal Complex is located at 1500 E. Bannister Road in south Kansas City, Missouri. Ownership of the facility is currently split between GSA and the Department of Energy.
GSA offices housed at the complex have been relocated to 2300 Main Street in downtown Kansas City, Mo. The Department of Energy's Kansas City Plant is now located at the new National Security Campus, 14520 Botts Road, Kansas City, Mo.

Office of Special Counsel (OSC) Letter to the President | October 30, 2015
The Honorable Carolyn N. Lerner, Office of Special Counsel, notified the White House on October 30, 2015, of OSC's final ruling on GSA's report based on disclosures of wrongdoing at the Bannister Federal Complex.

"I have reviewed the original disclosure, the agency report, and (the whistleblower's) comments. As stated above, the findings appear reasonable based upon the information available to GSA. However, this information is insufficient to evaluate the whistleblowers' allegations.
Therefore, I urge the agency to continue to monitor employee health and improve its occupational health and safety programs in all of its facilities.
As required by 5 U.S.C. §1213(e)(3), I have sent copies of the agency report and the whistleblowers' comments to the Chairmen and Ranking members of the Senate Committee on the Environment and Public Works and the House Committee on Transportation and Infrastructure. I have also filed copies of the agency report and whistleblower comments in our public file, which is available at www.osc.gov. OSC has now closed this file."
