Cohort 1 SPF Group Project:

Energy Efficiency in Federal Buildings: Assess the impact of both building specific parameters (sq. ft, height etc.) and geographic parameters (temperatures, attitude, etc) on the energy use of the buildings. Tally correlations established against GSA strategy for using square footage based energy goals for buildings. Fellows: Barbara Rosholdt, Jennifer Rape, Rita McBride, Binu John and Brian Blazicko

 

Cohort 2 SPF Projects:

US-Canada Sustainable Procurement Harmonization: GSA and its Canadian Counterpart, Public Works and Government Services Canada (PWGSC), agreed to harmonize sustainable procurement requirements, including those for electronic products. GSA and PWGSC launched a project to develop a shared set of criteria for green electronics that goes beyond those of EPEAT. Once developed, they will be included in upcoming solicitations. GSA Scope 3 Supply Chain: Formulation of the first GSA Scope 3 supply chain emissions report to include: identification of GSA's supply chain, the GHG inventory status of those suppliers, and how much was spent in goods and services from those suppliers. Fellows- Jeffrey Englestad and Andrew Pong

GSA Global Reporting Initiative (GRI) Report: Development of a GSA Global Reporting Initiative (GRI) in conjunction with GSA's yearly Sustainability Plan. Fellows- Jessica Thurston and Sean Seymour

Research on State, Local and Tribal Governments' Use of GHG Considerations in Procurements: Research on how State, Local and Tribal governments currently use GHG considerations in procurement to determine what best practices already exist for the federal government to utilize. Fellows- LaVaughn Seepersad-Fayson and Allison Crews

Section 13 (of EO 13514) Product and Labeling Sub-Working Group: Development of guidelines that Federal buyers can utilize to select appropriate environmental standards and ecolabels for use in the federal procurement process. Fellows- Marianne Kaiser, Sean Seymour, and Jeffrey Englestad

Case Study on use of GHG Emissions in furniture procurement: Assist GSA's Integrated Workplace Acquisition Center (IWAC) with determining how Greenhouse Gas (GHG) emissions data may be used in multiple award schedule (MAS) procurements of office furniture.

Section 13 (of EO 13514)- Education and Training Sub-Working Group: Development of a prototype course/outline that explains the fundamentals of GHG emissions and their relevance to government agencies. Fellows- Christy Jackiewicz and Marianne Kaiser

International GHGs in Public Procurements Research: Identify how other countries use GHG emissions data/carbon information in their public procurements. Fellows- Arleen Kinder and Jessica Thurston

 Sustainable Procurement Tools Workshop: Working in partnership with EPA and the Sustainable Roundtable of National Academy of Science (NAS) to hold a workshop with federal, state, and local software design representatives to develop a landscape analysis and list of requirements for tools that will assist with sustainable acquisition. Fellows- Allison Crews and Stephen Carroll

Refurbishment-As-A-Service: Solicit input from industry and the public on whether providing refurbishment as a service to federal agencies fits into viable business models for refurbishers, what appropriate standards and certifications should be considered, and how best to build federal contracts for such services. This is to move forward from GSA's National Strategies on Electronics Stewardship. Fellow- Jeffrey McMullan

Manufacturer Take-Back Pilots:  GSA has a role to encourage electronics manufacturers to expand and improve their product take-back programs by incorporating additional and improved take-back agreements into pilot procurements, and developing guidelines for their use in federal agencies. The goals are to expand the use of take-back agreements in procurements and to develop additional criteria to include in those agreements, to ensure that manufacturers follow sound disposition practices when handling taken-back equipment, including the use of certified recyclers. Fellow- Jeffrey  McMullan

GSA/DoD Sustainable Procurement Workshop: Planning and execution of a workshop to identify how GSA and DoD are integrating environmental requirements into their procurements, including specific internal strategies, policies and guidance on the inclusion of environmental requirements into procurements, and the actual metrics, standards and procurement language being used.
