GSA Awards Lease for U.S. Citizenship and Immigration Services Office in Fulton Mall
New lease supports city’s plans to revitalize downtown

FRESNO, Calif.—The U.S. General Services Administration (GSA) announced the award of a new lease for the U.S. Citizenship and Immigration Services (USCIS) office in downtown Fresno. The contract was awarded to Summa Development Group and will relocate the USCIS Fresno Field Office to 1255 Fulton Mall in May 2014. The new office space, which is currently under design, will serve the public by providing a variety of immigration services. The facility will also include space to conduct naturalization ceremonies and welcome new citizens.
“As part of the White House Strong Cities, Strong Communities initiative, GSA has partnered with 12 other federal agencies and city leaders to support Fresno’s economic development and revitalization goals,” said Ruth Cox, GSA’s Regional Administrator. “Awarding this lease in the central business district is just one of the ways GSA is helping to advance Mayor Swearengin’s long term vision for revitalizing the city’s historic downtown.”
The lease will breathe new life into a 60-year-old building that was previously used as a juvenile court but has remained vacant during the last three years. USCIS will fully occupy the two-story building for the 10-year firm term of the lease with the option for an additional five years, using a total of 25,000 usable square feet to support field office operations.
USCIS and GSA are currently working with Summa Development Group to design an environmentally conscious office space that is anticipated to achieve Fresno Green certification. Fresno Green is administered by the City of Fresno's Planning and Development Department and is part of the "City of Fresno's Strategy for Achieving Sustainability."

The USCIS lease is one of several federal contracts recently awarded in downtown Fresno. The Small Business Administration relocated their offices from near the Fresno Yosemite International Airport to 801 R Street in December 2010. The West Fresno Social Security Office opened their new office at 865 Fulton Mall in December 2012. This 15-year lease creates an influx of, about 4,300 patrons per month in the heart of the city's historic district.
