NEPA /Public Engagement
The National Environmental Policy Act (NEPA) requires federal agencies to consider the impacts that a proposed action may have on the human environment as part of their decision making process. For the FBI Headquarters Consolidation, GSA has determined that the preparation of an Environmental Impact Statement (EIS) is appropriate. The Federal Bureau of Investigation (FBI) will fulfill their NEPA responsibilities as a cooperating agency for the FBI Headquarters Consolidation EIS.
Read the Notice of Intent to prepare an EIS, which explains the purpose and need of the FBI Headquarters Consolidation.
Public participation is the cornerstone of the NEPA process, and throughout the development of the EIS, the public will be provided a number of opportunities to participate.
Scoping period is September 8, 2014 through October 23, 2014.
GSA is seeking input on the “scope” of the EIS. Scoping is an early and open public involvement process aimed at determining the topics to be addressed in the EIS and identifying potentially significant issues related to the proposed Federal action. Members of the community, interested agencies, and the general public have an opportunity to assist GSA in identifying issues and potential impacts associated with the FBI Headquarters Consolidation. Your participation in this process is invaluable. Scoping comments will be accepted through October 23, 2014. (See below for details.)

Providing Scoping Comments
Agencies and members of the public are encouraged to provide written comments on the scoping issues in addition to, or in lieu of, giving their comments at the public meeting. Comments received during the scoping period will be considered in the analyses to be conducted for the EIS, and written comments must be submitted or postmarked by October 23, 2014.
