NEPA/Public Engagement

The National Environmental Policy Act (NEPA) requires federal agencies to consider the impacts that a proposed action may have on the human environment as part of their decision making process. GSA, as lead agency, with the Federal Bureau of Investigation (FBI) and the National Capital Planning Commission (NCPC), and the National Park Service (NPS), as cooperating agencies, has prepared a Draft Environmental Impact Statement (Draft EIS) to guide the evaluation of alternatives for a new permanent location for  a consolidated FBI Headquarters (HQ).

The Draft EIS assesses the environmental impacts that may result from the consolidation of the FBI HQ on the natural and built environments at each of the three sites, Landover, MD; Greenbelt, MD; and Springfield; VA; as well as the J. Edgar Hoover Building, FBI’s current HQ. In addition, the Draft EIS analyzes a No Action Alternative. Potential direct, indirect and cumulative impacts of each alternative are evaluated on the following resource categories: socioeconomics, land use, zoning, public policy, community facilities, transportation, air quality, noise, cultural resources, urban design and visual resources, natural resources, utilities, waste, climate change, and greenhouse gases. The Draft EIS also identifies measures to mitigate potential significant adverse impacts.

Public hearings on the Draft EIS will be held at:

  1. Greenbelt Site:  Tuesday, December 8, 2015, from 6:00 p.m. to 8:30 p.m. at Greenbelt Branch Library, Auditorium (1st Floor), located at 11 Crescent Road, Greenbelt, MD 20770.
  2. Landover Site: Thursday, December 10, 2015, from 6:00 p.m. to 8:30 p.m. at the Prince George’s Sports and Learning Complex, Town Hall, located at 8001 Sheriff Road, Landover, MD 20785.
