GSA Launches New Web-based Leasing Tool in Los Angeles
Program Automates Process for Landlords to Submit Offers of Space for Lease

LOS ANGELES – The U.S. General Services Administration (GSA) is launching a new web-based tool that allows the general public and businesses to electronically offer building space for lease in the greater Los Angeles area to the federal government. The e-commerce platform will help drive savings to taxpayers by improving federal leasing efficiency in the Los Angeles real estate market. GSA introduced the Automated Advanced Acquisition Program (AAAP) at a special Industry Day this afternoon at the U.S. Courthouse in downtown Los Angeles.
GSA's AAAP allows registered participants to submit and update offers to lease space to the federal government within specified time frames, in response to a Request for Lease Proposal. The submission procedure is completely web-enabled, resulting in a more efficient lease process.
AAAP is one of several procurement platforms GSA uses to lease office space in metropolitan areas, and is currently in use in Washington, D.C., Atlanta, Chicago and New York. It consolidates and streamlines the leasing process, not only improving customer satisfaction by facilitating GSA’s ability to meet Federal office space requirements quickly and cost effectively, but also increasing the ease of potential lessors doing business with the federal government. The program reduces the costs related to the acquisition of real property lease assets, and improves the supply and pricing of space offered to the government.
- AAAP is a multiple award platform that handles space requirements ranging from 5,000 square feet up to the prospectus threshold (approx. 60,000 to 100,000 sq ft).
- The platform uses a pre-competed inventory of properties to meet the space requirements for various government agencies.
- It was created for the purpose of consolidating and streamlining the leasing process for a large volume of small leases, as well as for procuring space faster.
- AAAP allows registered participants the opportunity to offer their space for lease through a web-based application located at https://aaap.gsa.gov.
- Offers can be submitted through the AAAP website during the open period from the 1st through the 7th of every month.
- Offers are ranked according to present value to the government, taking into account base rent, operating costs, interest on tenant improvements, construction markups, free rent, ENERGY STAR® label.
- Awards are made through the AAAP to the lowest-priced building that can accommodate the government’s needs in terms of square footage, technical requirements, length of lease term, and delineated area.
- Through the AAAP, GSA is creating an active inventory of offers for varying sizes and lease terms in a standardized format. With the automated version of this system, an even more current inventory of offers can be maintained.
- AAAP is one of many e-commerce initiatives that help support the government’s efforts to operate more efficiently and effectively, and save taxpayer dollars.
