GSA Seeks Public Comment on Environmental Impact Statement for Consolidated FBI Headquarters

Washington, DC -- The U.S. General Services Administration (GSA) and the Federal Bureau of Investigation (FBI) will prepare an Environmental Impact Statement to analyze the potential impacts of acquiring a consolidated FBI Headquarters (HQ) at a new permanent location in exchange for the J. Edgar Hoover (JEH) Building.  

FBI Headquarters Consolidation Proposal

GSA proposes to consolidate components of FBI headquarters into a state-of-the-art facility that would cut costs and help the bureau better serve the American people, while delivering on Obama Administration goals to shrink the federal footprint.
Currently, the aging JEH Building houses only 52 percent of the headquarters staff with the remainder dispersed over multiple locations in the National Capital Region.  Fragmentation resulting from FBI HQ’s multiple locations diverts time and resources from investigations, hampers coordination and collaboration, and decreases flexibility. Consolidation would reduce redundancy in operations and promote efficient space use.
The proposed action is also needed to provide a FBI HQ that meets the Level V Interagency Security Committee (ISC) security standard reserved for agencies with mission functions critical to national security or continuation of government.  As an integral agency for the management of intelligence and national security programs, the FBI needs a HQ facility that provides highly reliable utilities and infrastructure.

Attend a Public Scoping Meeting and Share Your Comments

Members of the community, interested agencies, and the general public have an opportunity to assist GSA in identifying issues and potential impacts associated with the FBI Headquarters Consolidation. Several open-house style public scoping meetings are scheduled:

  • Springfield Site:  Monday, September 22, 2014, from 5:30 p.m. until 8:30 p.m. at Robert E. Lee High School, Main Lobby (Entrance #1), located at 6540 Franconia Road, Springfield, VA 22150.
  • Greenbelt Site:  Tuesday, September 23, 2014, from 5:30 p.m. until 8:30 p.m. at Greenbelt Branch Library, Auditorium (1st Floor), located at 11 Crescent Road, Greenbelt, MD 20770.
  • JEH:  Wednesday, October 1, 2014, from 5:00 p.m. until 8:00 p.m. at the District Architecture Center, Hickok Cole Room, located at 421 7th Street, NW, Washington, DC 20004.
  • Landover Site:  Thursday, October 2, 2014, from 5:30 p.m. until 8:30 p.m. at the Prince George’s Sports and Learning Complex, Town Hall, located at 8001 Sheriff Road, Landover, MD 20785.

Visitors may drop in at any point during the meetings to learn about the project and provide comments.  Scoping is an early and open public involvement process aimed at determining the scope of issues to be addressed in the EIS, and identifying significant issues related to a proposed Federal action.  The purpose of scoping is to allow members of the community, interested agencies, and the general public an opportunity to assist GSA in identifying issues and potential impacts associated with the FBI HQ consolidation.

Preparation of an Environmental Impact Statement

GSA will prepare the EIS in accordance with Section 102 of the National Environmental Policy Act (NEPA), Council on Environmental Quality regulations (40 C.F.R. §§ 1500-1508), and the GSA Public Buildings Service NEPA Desk Guide (October 1999).  GSA has also initiated consultation under Section 106 of the National Historic Preservation Act, 16 U.S.C. 470f and intends to partially fulfill the Section 106 public notification and consultation requirements through the NEPA scoping process.  GSA will be consulting with the District of Columbia Historic Preservation Office, the Virginia Department of Historic Resources, the Maryland Historic Trust, and other interested parties to identify historic properties that may potentially be affected by the implementation of the proposed action and to seek ways to resolve potential adverse effects.
