GSA Portland Director to Chair the Oregon Federal Executive Board

Scott Mowry, Director of the U.S. General Services Administration’s Southern Service Center, has been elected to chair the Oregon Federal Executive Board. Mowry was officially sworn in on October 6 for a one year term.

Federal Executive Boards (FEBs) were created by Presidential Directive in 1961 to foster communication, coordination and collaboration among Federal field agencies. FEBs, including the Oregon Federal Executive Board, build interagency partnerships and community involvement to create and nurture working relationships that address issues of shared interest.

Across the nation, in 28 locations with a high concentration of Federal agencies and Federal employees, FEBs provide a forum for local Federal leaders to share management challenges and strategies to meet agency missions and goals, identify common issues, develop collaborative efforts to address those issues, and share best practices among their peers. Each Board is made up of the highest ranking Federal leaders in each geographic area of responsibility. Members represent civilian, military, postal, and law enforcement agencies.

Mowry joined GSA's Public Building Service in 2008 and has held leadership positions across multiple business lines during his tenure. Most recently he was the Branch Chief of Leasing Division in Atlanta, Georgia. He became the Service Center Director in Portland in 2013 overseeing a portfolio of 119 commercial leases and 14 Federal buildings totalling more than 3.7 million rentable square feet. The Southern Service Center represents 51 agencies in leased space and 47 agencies in Federal space GSA’s Oregon portfolio includes the Wayne L. Morse U.S. Courthouse in Eugene, the historic Pioneer Courthouse and the newly modernized Edith Green-Wendell Wyatt Federal Building in Portland.

Prior to his career at GSA, Scott spent eight years at the U.S. Postal Service in Portland Oregon and Atlanta, Georgia, leading Operations Management activities as a Supervisor and Manager of Distribution Operations and later Real Estate activities as a Realty Specialist/Contracting Officer and Asset Manager.

Mowry, has a Bachelor’s degree in Finance and a Master’s in Business Administration from Kennesaw State University.
