Certification, Proof of Competency & Other Documentation

One way GSA protects its historic property portfolio is by requiring that only qualified, trained, and experienced vendors perform restoration and maintenance work. To that end, the agency provides means for a vendor to present and demonstrate its overall competency. Two of these documents are available below:

Qualification Requirements for Preservation Architects and Other Specialists

The competency of a Historic Preservation Specialist on Architect/Engineer (A/E) Services Contracts, must be established.

Proof of competency must be offered for all firms interested in establishing themselves as Historic Preservation Specialists on A/E design services contracts for the following specialties:

  1. Preservation architect
  2. Architectural conservator
  3. Architectural historian
  4. Historic landscape architect
  5. Other disciplines with specialized training in preservation/historic building materials (e.g. structural or mechanical engineer specializing in historic preservation).

Competency of Bidder Clauses in Construction Contracts

Competency of Bidder Clauses must be included in all contracts for GSA historic buildings. This clause ensures compliance with federal preservation laws and standards. It ensures quality of performance in competitive (lowest bid) projects.

The goal is to ensure that projects requiring specialized skills in the repair, replication, cleaning, restoration, or alteration of historic materials are awarded to the lowest competent bidder, minimize change orders, ensure project completion within established budgets and time frames, and avoid costly damage to ornamental finishes, fixtures, and assemblies.
