GSA Labor-Management Relations Council


Within the Federal workforce both management and labor seek to serve the public and accomplish Government’s mission in an effective and efficient manner.  Executive Order 13522—“Creating Labor Management Forums to Improve Delivery of Government Services” (the Executive Order) — signed by President Obama on December 9, 2009, calls for Federal agencies to work together with employees and unions to improve the delivery of high quality services to the American people.

Consistent with the Executive Order, in 2010, GSA joined with its two national Unions—the American Federation of Government Employees (AFGE) and the National Federation of Federal Employees (NFFE)—to create what is now known as the “General Services Administration Labor-Management Relations Council” (GLMRC or Council).  As a non-discretionary advisory committee, the GLMRC operates under the Federal Advisory Committee Act (FACA), as amended, 5 U.S.C. App.  As a non-discretionary advisory committee, the GLMRC operates collaboratively to develop recommendations for improving Agency operations and efficiency, and for addressing employee satisfaction matters.  The GLMRC generally meets once each quarter of a calendar year.
