Mentor-Protege Process

Before submitting an application, please ensure both mentor and protege have read the General Services Acquisition Regulation (GSAR) subpart 519.70 in its entirety. GSAR subpart 519.70 explains the basis for the program, the requirements from application through performance and upon completion. 

Note the requirements for the semi-annual reporting of progress to the GSA Mentor Protege Program Manager.

The requirements for mentor-protege teams to apply for admittance into GSA's Mentor-Protege Program can be found at GSAR 519.7009. 

To apply, the GSA Mentor-Protege Program Manager must receive a completed Form 3695 and an executed agreement between mentor and protege: Here are the steps: 

  • Locate the application. GSA Form 3695, on the GSA Forms page.
  • Download the form and complete it.
  • email the Mentor-Protege Program Manager a completed version of the form.  
  • Submit to the Mentor-Protege Program Manager via email an executed agreement between mentor and protege. This is separate from Form 3695, and must be completed to qualify for a Mentor-Protege relationship. The agreement should identify the protege's needs, the assistance the mentor will provide and milestones for achieving those tasks. Remember to be specific and include the dates. Success depends on specific goals complete with milestones.

If you do not have a mentor, refer to this guidance on finding a mentor. Remember the Mentor-Protege Program is voluntary with mentors choosing its proteges. OSBU encourages businesses to seek out mentors and proteges, but it does not arrange the connections.
