GSA Secures DHS Commitment to OASIS for Professional Services

WASHINGTON --  GSA and the Department of Homeland Security (DHS) have signed a Memorandum of Understanding (MoU) securing DHS’s commitment to use GSA’s One Acquisition Solution for Integrated Services (OASIS) and OASIS Small Business contracts for the procurement of professional services. DHS is adopting OASIS as part of its strategic sourcing program and will be using it Department-wide.

OASIS is a first-of-its kind solution contract providing the government with maximum flexibility at the task order level. This ensures clients can access the right mix of suppliers and solutions to meet their professional service needs, including multi-disciplinary requirements.

"It's no surprise that OASIS and OASIS SB are emerging as the solutions of choice for agencies like DHS, Army, and the Air Force. These contracts provide agencies with more flexible full-service options while driving down costs for our federal partners,” said GSA Federal Acquisition Service Commissioner Thomas A. Sharpe, Jr. “Using OASIS helps reduce contract duplication and improves efficiency, it also delivers solid benefits to the OASIS industry partners and maximizes opportunities for small businesses. We look forward to a long and successful partnership with DHS.”

Through OASIS and OASIS Small Business, DHS will:

  • Reduce excess costs associated with the award and administration of multiple IDIQ and/or stand-alone contracts
  • Reduce the lead time and administrative efforts it currently takes to acquire professional services
  • Gain insight into their professional services spending by labor types and costs, helping facilitate negotiation of lower pricing at the task-order level
  • Improve and reduce time associated with the proposal review process by creating “apples to apples” price comparisons
  • Eliminate the need for Task-Order Contracting Officers to evaluate proposals from poor performers

OASIS is designed to address agency needs for professional services requirements that:

  • Span multiple professional service disciplines
  • Contain significant IT components, but are not stand-alone IT requirements
  • Contain ancillary support components commonly referred to as Other Direct Costs (ODCs)
  • Require flexibility for all contract types at the task-order level including cost reimbursement

OASIS and OASIS SB provide access to both commercial and non-commercial services. The core disciplines of the contract include program management services, management consulting services, logistics services, engineering services, scientific services, and financial services.
