Billing and Accounts Receivable (BAAR) Project
GSA is modernizing its core financial management system through the Billing and Accounts Receivable (BAAR) Project. Central to the BAAR Project is the three-phased release of the Vendor and Customer Self Service (VCSS) website. Once it is fully deployed, VCSS will provide all GSA customers with online access to their bills, statements and billing data, and paper bills and FTP files will be phased out.
In July 2013, GSA customers of Reimbursable Work Authorizations (RWA), and customers receiving steam and chilled water through the Heating Operation and Transmission District (HOTD), will begin receiving electronic billing statements via VCSS. VCSS will replace BillView and paper bill statements going forward for all RWA customers, except customers of IT services. Customers of these business lines who do not already use VCSS should go here for specific instructions.
In November 2013, customers of GSA Global Supply and AutoChoice, and select other business lines (see list of major business lines at www.gsa.gov/baarschedule) will convert to VCSS. For these customers, VCSS will replace WebBill and paper bill statements going forward. Customers of these business lines who do not already use VCSS should go here for specific instructions.
For customers of GSA Fleet and PBS Rent, bills, statements and billing data are currently available in VCSS. Customers of GSA Fleet and PBS Rent may request a VCSS user ID at http://vcss.gsa.gov. Customers of these business lines may also request access to bills, statements and billing data for the business lines going live in 2013 (see above) at http://vcssaccountcodes.ocfo.gsa.gov.
In the future, customers of all remaining GSA business lines will go live on VCSS.
