GSA Guidance

GSA does not issue guidance as defined in Executive Order (EO) 13891. Recognizing that GSA may issue such guidance in the future, we have updated GSA Order 1812, Writing GSA External Directives, to incorporate requirements of EO 13891. Additionally, to aid the public in understanding internal policies related to GSA programs, GSA is providing links to non-guidance policies below.

Acquisition:
The General Services Administration Acquisition Regulations is combined with GSA’s internal policies directed to it’s acquisition workforce through the General Services Acquisition Manual.

Leasing:
GSA’s Leasing Desk Guide chapters contain authorities, policies, technical and procedural guides, and administrative policies for the acquisition by lease of real property.

Federal Travel Regulation:
The Federal Travel Regulation (FTR) is the regulation contained in 41 Code of Federal Regulations (CFR), Chapters 300 through 304, which implements statutory requirements and Executive branch policies for travel by Federal civilian employees and others authorized to travel at Government expense.

Federal Management Regulation:
The Federal Management Regulation (FMR) prescribes policies concerning property management and related administrative activities. GSA issues the FMR to carry out the Administrator of General Services’ functional responsibilities, as established by statutes, Executive orders, Presidential memoranda, Circulars and bulletins issued by the Office of Management and Budget (OMB).

GSA Directives:
GSA’s Directives Library contains a searchable index of GSA’s other internal Directives, which provide information on basic organizational structure, delegations of authority, and policy and procedural requirements and guidance to support GSA's mission and program management activities – whether across GSA organizations or within a Service, Staff Office, or Region.
