Two Issuances to Explore the Viability of a New Modern Headquarters
WASHINGTON – The U.S. General Services Administration (GSA) announced today that it is exploring options for a modern and efficient U.S. Department of Labor (DOL) Headquarters building that would help enable the Department’s mission to support a 21st Century workforce. A new facility could provide the opportunity to consolidate DOL’s real estate footprint in the Nation’s Capital and could be a viable alternative to a costly renovation of the Department’s 1.8 million gross-square-foot headquarters.
As part of the announcement, GSA issued a Notice of Intent (NOI) informing the market that the Department is exploring an exchange of the current headquarters and the underlying approximately 10.5-acre parcel; and a Request for Expressions of Interest (REOI) for a site that would accommodate approximately 850,000 square feet to 1.4 million rentable square feet, a space range that would offer several possible solutions for DOL employees. The law requires that the Cabinet-level Department headquarters be housed in the District of Columbia.
The Department of Labor is in need of a 21st century workplace. Through this process, GSA is engaging the market to examine options for securing a modern DOL facility. Based on feedback from the market, GSA will be able to make an informed decision about the best path forward to address the Department of Labor’s workplace challenges.
Through an exchange transaction, the Government envisions an opportunity to achieve the following:
- Create an up-to-date, modern work environment;
- Reduce tax-payer dollars for building operation costs;
- Promote efficient building design and reduce energy consumption;
- Consolidate leased locations into federally-owned space; and
- Leverage the expertise of the real estate industry to promote economic redevelopment at the current site and any new location.
The Frances Perkins Building is a 41-year-old building that is in need of modern heating, electrical, plumbing and elevator systems. The NOI and REOI will help GSA and DOL determine the most prudent approach to modernizing the Department’s workplace.
About the Frances Perkins Building
The Frances Perkins Building is a seven-story 1,851,000 gross-square-foot limestone-sheathed office building that includes basement parking garages. It was constructed in 1974 as the headquarters of the Department of Labor, and was named in 1980 for Frances Perkins, the first woman appointed to a Presidential Cabinet post. Perkins served as the Secretary of the Department of Labor from 1933-1945. She championed transformational policies that still shape the lives of American workers, such as the 40-hour work week, minimum wage laws and unemployment benefits. She helped advance workplace safety and health at the state and Federal levels, and pushed for passage of the Social Security Act of 1935.
