GSA Issues GSA SmartPay 3 Draft Request for Proposal

Seeks Feedback On Plans For Next Generation Payment Solution

WASHINGTON The U.S. General Services Administration (GSA) has released a draft Request for Proposal (RFP) for GSA SmartPay 3, bringing the agency one step closer to launching the next generation of the largest government charge card program in the world. This draft RFP contains the requirements for the GSA SmartPay 3 program, including: purchase, travel, fleet, and integrated charge card services and related payment solutions which are expected to be used by more than 350 customer agencies and organizations. GSA is seeking industry and customer agency feedback on the draft RFP to assist with the refinement of these program requirements in support of the development of a final RFP, which is expected to be issued in late summer/fall 2016.

“The governmentwide GSA SmartPay program provides effective payment solutions which streamline transactions, lower costs, and assists agencies in more nimbly delivering their respective missions,” said FAS Commissioner Tom Sharpe. “Including our industry and agency partners in the development of this new acquisition is a priority for GSA’s Office of Charge Card Management (OCCM). We want to ensure the GSA SmartPay 3 payment solution offers even more value to our customer agencies."

GSA SmartPay gives agencies and organizations access to a wide range of payment solutions, including “chip” enabled charge cards, virtual accounts, single use accounts, and declining balance accounts. In Fiscal Year 2015, our customer agencies relied upon GSA SmartPay more than 90 million times around the globe for their purchase, travel, and fleet needs totaling more than $28 billion.

The GSA SmartPay 3 draft RFP is being released for review and comments with a deadline for comments 30 days after issuance. OCCM will consider these comments in the preparation of a final RFP, which is expected to be released in late summer/fall 2016. The current GSA SmartPay 2 program ends on Nov. 29, 2018 and the new GSA SmartPay 3 contracts must be in place prior to that expiration date in order to provide customer agencies and organizations with adequate time to prepare for a seamless transition.

GSA is not accepting proposals at this time, only comments on the draft RFP. The draft RFP and instructions for submitting comments have been posted on FedBizOpps. Comments will be accepted for a period of 30 days from the date of posting and must be submitted electronically at GSA SmartPay 3 -- Comments on Draft Request for Proposal (RFP). All comments must be received by 4:00 p.m. EDT, July 13, 2016.
