GSA Issues Pre-solicitation Notice for Solutions to Modernize Federal Payroll

A consolidated payroll will benefit over two million federal civilian employees

Washington, D.C. -- The U.S. General Services Administration (GSA) issued a pre-solicitation notice to secure solutions to modernize the federal government’s current payroll systems. The NewPay initiative is in line with the key tenants of the President’s Management Agenda, specifically the Cross Agency Priority Goals for Sharing Quality Services and IT Modernization.

GSA, in partnership with Office of Personnel and Management (OPM) and the current shared services providers, is working to use governmentwide standards to shift operations and maintenance of payroll functions to innovative commercial solutions using the Software as a Service (SaaS) model.

This will enable agencies to focus more resources on core mission priorities and deploy modern and secure work schedule, leave management and payroll solutions to support a modern workforce. The pre-solicitation notice is available on GSA eBuy and will will close on June 1, 2018.

NewPay potentially benefits every federal civilian employee in the Executive Branch, including the civilian workforce within the armed services and quasi-federal agencies. NewPay will provide user friendly self-service options, future cost-avoidance and increased efficiency in a secure environment.

Every two weeks the federal government runs one of the largest payrolls in the country, paying over 2.2 million federal civilian employees. The government previously consolidated payroll solutions and operations from 26 payroll providers to four in the mid 2000’s. This consolidation resulted in the federal government saving over $1 billion over 10 years and allowed agencies to redeploy resources to agency missions.
