GSA Releases RFPs for Human Capital and Training Solutions Multiple Award Contracts

WASHINGTON -- Today, on behalf of the Office of Personnel Management (OPM), the General Services Administration (GSA) released two Request for Proposals (RFP) for Human Capital and Training Solutions (HCaTS). As part of the newly developed federal category management strategy, OPM will oversee human capital related procurement spend. The HCaTS RFPs support the first phase of OPM’s work to bring this spend under management, and represent an important first step in building a sound foundation for the human capital category.

The HCaTS RFPs will result in two multiple award governmentwide contract vehicles (HCaTS, and HCaTS SB) that will provide the federal community with access to industry partners that provide complex and tailored training and development, human capital strategy, and organizational performance improvement services aligned to the Human Capital Assessment and Accountability Framework (HCAAF). These contract vehicles will support federal agencies in producing a world-class workforce and achieving their mission goals by:
- providing standards and metrics to assess and improve human capital management;
- using merit systems principles to assess; and
- improving human capital management in compliance with civil service laws and regulations.
HCaTS is an unrestricted contract vehicle that includes significant small business subcontracting goals, while HCaTS SB is a total small business set-aside contract vehicle. The RFPs are expected to maximize customized training and development, human capital strategy, and organizational performance improvement requirements for federal agencies, while also giving small businesses ample opportunity to participate.
Throughout the acquisition process, the HCaTS team invited industry to provide feedback on the proposed requirements and procurement’s evaluation criteria.
