GSA releases statement on Perkins Building

WASHINGTON—The U.S. General Services Administration (GSA) today will cancel the solicitation for the Frances Perkins Building (FPB) exchange project (to include the Request for Expressions of Interest (REOI) for sites and the Request for Proposals (RFP) Phase I). After reviewing the preliminary phases of the FPB project, GSA determined that the exchange mechanism was not the optimal means to maximize the government’s return on the FPB, which is located at 200 Constitution Avenue NW, Washington, DC. GSA remains committed to creating a modern work environment for DOL employees and reducing taxpayer costs for building operations.
GSA will stop work in connection with NEPA and NHPA compliance for the exchange action, while continuing to take steps to gather information in cooperation with DOL that can be applied to future decisions on the FPB. The FPB is more than 40 years old and is in need of costly infrastructure upgrades, to include modern heating, electrical, plumbing and elevator systems.
GSA based the decision to cancel the project due to additional insights gained from the offerors’ questions at the Information Session and throughout the RFP Phase I procurement process, as well as from experience gained from GSA projects around the country. GSA and DOL will continue as partners to secure a best long-term strategy for the FPB and a long-term housing solution for DOL, which includes moving the DOL headquarters to a new location in the District.
