Bibb Tells Fleet Officials GSA Best Option

Thank you Barney for that kind introduction.

And thank you, ladies and gentlemen, for joining us this week here in Dallas. I’m pleased and a little amazed at how successful this event has become since the first fleet conference in Scottsdale, Arizona back in 1998. That year we had three hundred and fifteen participants and fifty-three exhibit booths. This year we’ll have thirteen hundred and fifty attendees from around the world and four hundred and twenty-two booths. This is also the third FedFleet to include a focus on the management of federal aircraft.

I think that phenomenal growth speaks to the quality of the event, including the workshops, speakers and networking opportunities. So my first order of business is to acknowledge the co-hosts:

The federal Fleet Policy Council, GSA’s Office of Governmentwide Policy, the Interagency Committee for Aviation Policy, GSA Fleet, as well as the FedFleet Steering Committee.

I’d also like to thank:

• Barney Brasseux, Deputy Commissioner of GSA’s Federal Acquisition Service;

•Becky Rhodes, Deputy Associate Administrator in the Office of Travel, Transportation and Asset Management, Office of Governmentwide Policy. While I’m at it, congratulations again, Becky, for being named this month as the first-ever winner of the National Travel Forum Icon Award, given by the National Business Travel Association;

• Michael Hopkins, the FedFleet 2008 Project Manager; and

• Today’s emcee, David DeBoy.

I would be remiss if I didn’t say a word about all of you, our nation’s federal fleet and aircraft program managers.

President Bush talks about our nation’s need to work toward energy security by focusing on “renewables, accelerating technological breakthroughs, and expanding traditional sources to reduce our reliance on foreign oil.” Those are tall but familiar orders to our federal fleet and aircraft program managers. As was clear at this year’s awards ceremony, you have demonstrated exceptional skills, hard work and innovation in managing the federal government motor vehicle fleet and aviation programs.

I’ve no doubt you’re going to find this a very productive few days. Thanks to our hosts, experts and panels have been assembled to speak and take your questions on everything from aging aircraft to the OMB Energy Scorecard. GSA Fleet is also geared up with innovative remedies for your fleet needs and headaches.

GSA plays several roles when it comes to the government’s fleet of non-tactical vehicles: We help devise governmentwide policy; we buy, sell and lease vehicles, and we have our own GSA Fleet.

In these days of environmental concern and sky-high gas prices, we also have a responsibility to add more green to a federal fleet that last year consisted of some 632 thousand vehicles. Last year, the federal fleet logged some five billion miles and consumed more than 366 million gallons of fuel. As acting administrator and GSA’s chief environmental official, I'm very interested in not only meeting your fleet needs, but in doing so in an ever-more environmentally responsible way.

I know that one problem with alternative fuel vehicles is the lack of readily available alternative fuel. Our Greater Southwest Regional Office based in Fort Worth is exploring one option. They have entered into preliminary discussions with the City of Fort Worth and a private vendor on locating close to downtown a 10,000-gallon portable e85 station, complete with a fueling pump and card reader. This arrangement could potentially provide fuel for all the federal vehicles operating in or near the city. This could lead to more portable e85 stations in and around the Dallas/Fort Worth Metropolitan Area, and may be a solution in other cities as well.

As many of you know, GSA Fleet provides complete vehicle services to agencies on a cost-reimbursement basis using set monthly and mileage rates for each type of vehicle. We provide complete management services, including all fuel and maintenance; call centers for maintenance, repair and accident reporting; management reports; and expert assistance in managing your agency’s fleet, all at savings of 30 percent or more when compared to commercial lease rates. So we do the job and the price is right!

As for going green,

• GSA Fleet purchased over 22,000 alternative fuel vehicles for FY-08 (99 percent were ethanol vehicles). These orders included 12,000 sedans, 5,000 vans, and 4,000 light trucks;

• We also purchased 239 hybrid electric vehicles - 98 sedans and 141 sport utility vehicles.

• In addition, we sold 13,862 AFV's at public auctions, putting more of these energy efficient vehicles into the hands of private consumers.

• GSA Fleet currently provides over 79,000 AFV's, which accounts for almost 40 percent of the federal fleet furnished by GSA.

• For these reasons and more, automotive fleet magazine named GSA Fleet number one in its top 100 alternative-fuel fleet listings;

Our automotive division has been designated as the government’s single source for general-purpose vehicles for federal agencies because it offers excellent pricing advantages. On average, vehicles are purchased at savings of over 20 percent off the manufacturer’s invoice prices. In a typical year, these purchases amount to over 68,000 vehicles valued at nearly 1.4 billion dollars. The division has also developed state-of-the-art automated programs to make vehicle purchasing easier and faster than ever.

Please remember, our vehicle purchasing experts stand ready to help you obtain the right vehicles, when you need them, at the best possible cost.

And also, please remember that GSA provides management oversight and services for vehicle utilization and disposal, travel and transportation.

I also want to say a word about aviation management within our Office of Governmentwide Policy. This program works collaboratively with all federal entities that own, lease, or rent aircraft. It fosters sound federal regulations, and policies. Where appropriate, we lead the way in consistent implementation of legislative requirements affecting aviation operations in support of the federal government.

In closing, don’t forget this is your workshop. Take advantage of the expertise that’s been assembled. Our theme this week is: "spurring innovation." Our objectives are professional development training and to encourage agencies at all levels to share best practices and solutions to common problems.

This is your opportunity to learn and equip yourselves to respond to the president’s strategic initiatives and deal with real-world challenges facing all automotive and aviation fleet professionals in this complex field. Feel free to jump between fleet and aviation workshops… and keep in mind that many of the fleet management, capital asset planning, and accountability issues transcend both automotive and aviation programs.

Finally, all of us at FedFleet 2008 are eager to help you make your fleets the best they can be. I don’t think that there is any reason that you shouldn’t have a great time and also leave here with your questions answered and a ton of practical information you can put to immediate use when you return home.
