The Frequently Asked Questions [PDF - 255 KB] are publicly available as a resource for you to learn more about MAS Consolidation. You are also invited to join monthly webinars hosted by the MAS Program Management Office (PMO). This provides the opportunity to learn more about the consolidation and ask any questions you may have. If you are unable to attend the webinars we will also release a recording to be viewed on demand.

Solicitation Format Request for Information (RFI)

  • The solicitation format, including the terms and conditions and new SCP-FSS-001 Instructions Applicable to New Offeror provision for the consolidated Schedule were posted publicly for your review. The comment period will remain open until July 5, 2019

  • You can now search for wage determinations and bargaining agreements with enhanced search functionality on beta.SAM.gov!
  • beta.SAM.gov provides a modern, easy-to-use location to search more than 9,200 wage determinations and bargaining agreements, and replaces the WDOL.gov site, which has been decommissioned.

Determining correct labor category classifications, base wages, and fringe rates for Service Contract Act (SCA) employees was complex for you, requiring multiple searches to identify and maintain accurate and up-to-date wage determination data, and risking being found out of compliance with SCA regulations.

Today

You will save time by using a simplified process with a modern, multi-variable search tool to quickly find accurate and current wage determinations, with customizable alerts using your beta.sam.gov login.

  • GSA created the FAS Sales Reporting Portal, a single platform / portal for all contractors to report sales and remit Industrial Funding Fee (IFF)/Contract Access Fee (CAF).

You were reporting quarterly sales and remitting IFF/CAF in an antiquated portal. In addition, some suppliers who have both Transactional Data Reporting (TDR) contracts and non-TDR contracts had to use two different portals to report their quarterly and monthly sales, making it difficult to access and monitor sales reporting.

Today

You have access to a single system where you can report your GSA sales and remit applicable IFF/CAF. The portal supports the collection of transactional-level sales data for the TDR pilot and now houses the quarterly sales reporting function for all vendors.

  • On January 24, 2018, GSA issued a final rule amending the General Services Administration Acquisition Regulation (GSAR) to incorporate Order-Level Materials (OLMs) into the Schedules Program.
  • We expanded the OLM authority to additional schedules.
  • Currently, 83% of vendors eligible for the OLM Authority have elected to participate.

You had to administer additional contracts for ancillary work and incur additional costs to achieve a total solution for the customer.

Today

You will have greater access and opportunities to compete for more GSA orders and reduce the need to incur additional bid and proposal costs due to the availability of OLMs under authorized GSA Schedules. This increased access reduces the need for multiple contract actions, and offers a way to achieve a total solution under authorized GSA Schedules.

  • With FASt Lane, you get shorter processing times for IT Schedule 70 contract actions that directly support federal customer agency requirements.
  • As an eligible IT Schedule 70 supplier, you can now request FAStlane status for contract modifications as part of creating the mod in the eOffer/eMod online portal. It’s been available for contract offers, but the new release expands FAStlane to mods.

As an eligible IT Schedule 70 supplier, you had to send manual emails to your Contracting Officer or the FASt Lane email mailbox to communicate that a contract modification is being requested for processing under the FASt Lane Program.

Today

As an eligible IT Schedule 70 supplier, you can now request that individual mods be processed by FAStlane rules within the eOffer/eMod tool. This increases our responsiveness and operational efficiency, providing you with faster service and quicker access to the federal marketplace.
