Anthony E. Costa is the Acting Deputy Administrator for the U.S. General Services Administration.

In this capacity, he serves as Chief Operating Officer, responsible for day-to-day agency management. Costa works with the Acting Administrator and new administration appointees to ensure a smooth presidential transition and the initiation of program review and restructuring activities. He is also an alternate board member of the Washington Metropolitan Area Transit Authority (WMATA), representing the federal government.

Prior to this, he served as Senior Advisor to the Administrator, leading GSA’s efforts to assess future federal government presence and direct real estate activities to help develop environments where communities and employees may live, work and thrive.

Costa has served as GSA’s Chief Human Capital Officer, leading agency-wide development and implementation of the human capital strategic plan, providing a full range of human resources advice and services to all GSA organizations. Previously, he was Associate Administrator, coordinating enterprise-wide strategic planning and implementation initiatives to help GSA better market and deliver solutions to agency customers.

He also served as the Acting Commissioner and Deputy Commissioner for the Public Buildings Service, where he oversaw implementation of the American Recovery and Reinvestment Act-funded construction projects nationwide. In addition, he served as Regional Commissioner for the Public Buildings Service's National Capital Region where he oversaw the successful redevelopment of a broad range of major federal properties.

He holds a Bachelor of Arts in Geography from Bucknell University and a Master of Regional Planning from the University of North Carolina at Chapel Hill. He is the recipient of Presidential Rank Awards in 2002 for Meritorious Executive and in 2004 for Distinguished Executive.
