General Counsel
Arpit K. Garg

As General Counsel for the U.S. General Services Administration, Arpit K. Garg is the agency’s chief legal officer, overseeing all of the agency’s legal matters and managing a nationwide office of nearly 160 attorneys and approximately 20 support staff.
Garg began his career at GSA in October 2022, providing legal advice to GSA’s Administrator and other senior officials while ensuring implementation of GSA’s statutory responsibilities. He also serves as the Designated Agency Ethics Official and Chief Freedom of Information Act Officer, advises agency leadership on the formulation and promulgation of GSA policies and regulations, oversee the agency’s litigation, and provides overall direction to the Office of the General Counsel.
Garg is an experienced lawyer with significant government experience. Prior to his arrival at GSA, he served in the White House as the Deputy General Counsel for the Office of Management and Budget where he supervised clearance of the President’s executive actions, provided legal advice to OMB’s Office of Information and Regulatory Affairs, oversaw OMB’s litigation, and coordinated congressional oversight. Prior to that, Garg was a counsel in the Appellate and Supreme Court Group at Wilmer Cutler Pickering Hale and Dorr LLP, where he oversaw high-profile litigation involving constitutional challenges to federal, state, and local practices, coordinated appellate strategy on a broad range of legal issues (ranging from antitrust, arbitration, and financial services to administrative law, Native American law, and international law), and advised clients on time-sensitive high-stakes matters. Garg also served as a law clerk to Justices Stephen G. Breyer and David H. Souter of the U.S. Supreme Court, Judge Stephen Reinhardt of the Ninth Circuit, and Judge Denise L. Cote of the Southern District of New York.
In his personal capacity, Garg also serves on the Council for the ABA Section of Administrative Law and Regulatory Practice.
He is a graduate of Yale University and Yale Law School.
