The Office of Small Business Utilization (OSBU) in GSA is just one of many placed in Federal Agencies by Congress “…to promote the maximum practicable use of all designated small business categories within the Federal Acquisition process…” These advocates report to the head of their agency on the success of this partnership. GSA’s OSBU is comprised of 3 divisions:

  • Office of Outreach and Customer Care
  • Office of Regional Small Business Management
  • Office of Policy and Forecasting

Office of Customer Care & Outreach (EC)

Serves as the advocate to national small business customers by providing training, counseling and subcontracting review to improve small business engagement experience with the agency. This office includes the National Manager providing liaison to GSA’s Service Disabled Veteran Owned Small Business Senior Executive Representative and the Administrator as it applies to small businesses.

The Office of Regional Small Business Management (ES)

Serves as the advocate to regional small business customers by providing training and counseling, and reviewing small business analysis record (GSA Form 2689), acquisition plans and subcontracting plans to improve small business engagement experience with the agency. This office includes a three zone breakdown of supervisory support to the Regional Manager.

The Office of Policy and Forecasting (EP)

Ensures agency regulatory compliance in contracting with small businesses. Serving in collaboration with the Office of Government Policy, this office ensures small business are provided the maximum practicable opportunity through compliance with contracting rules and regulations. Additionally, agency business line contracting data is collected through FPDS -NG and the Forecast of Contracting Opportunities tool that provides information on business opportunities at GSA. This office includes management of GSA's Subcontracting Program and small business goaling process. This office is lead by the Deputy Associate Administrator.

OSBU continually seeks creative ways to improve the small business experience with GSA, including:

  • Finding creative new ways to educate
  • Sponsoring and delivering business development events
  • Providing free counseling
  • Developing new tools to access opportunities
  • Reviewing rules and regulations that impact small businesses
  • Reviewing subcontracting plans for small business inclusion
  • Surveying internal and external customers to improve customer satisfaction
  • Developing special resources for our veterans in line with EO 13360

Subcontracting Small Business Development

  • Increased Protégés in needed industries for interested Mentors
  • Hosting quarterly event with Business to Business Matchmaking
  • Attending mission critical events related to topic

To better market small business capabilities, we collaborate with many internal and external groups throughout the country who contribute to our success. We partner with many GSA partners in the following business lines:

OSBU also works closely with agencies outside GSA, such as Small Business Coalitions and other small business Advocacy Groups like the Procurement Technical Assistance Centers. These groups, located across the country, contribute to OSBU’s success.
