Office of Analytics, Performance and Improvement

The Office of Business and Financial Analytics provides GSA-wide reporting and analysis. Our team includes business line experts for FAS and PBS, as well as subject matter experts on data delivery and management, and continuous process improvement.

Data Delivery and Management Division

The Data Delivery and Management Division serves as the central authority for GSA’s financial data and its distribution in order to provide standardized, timely, accurate, and consistent financial information across the enterprise and ensures managers at all levels have relevant actionable information for managing performance. Manage financial data and information for GSA financial community. The Data Delivery and Management Division establishes accounting data elements, accounting templates and cost center codes and acts as the liaison to GSA CIO and Business for all projects related to financial systems, interfaces and applications.

FAS Analytics Division

This office supplies FAS Management and the OCFO with data and business intelligence that explains the Program's execution and performance of their earlier formulated Budget Plans. The data, business information and monthly briefings provide a basis and understanding for GSA and FAS Management to make informed and intelligent business decisions. The FAS Analytics Division monitors, tracks, analyzes, and reports out on the FAS Budget execution. Reviews also include the Income and Expense Statements and Balance Sheets of the ASF. Other projects include the bi-annual reviews of open items, support of the Internal Control Process, and the review of the annual FAS Assurance Statement. Also provides assistance in the annual Financial Audit.

GSA Analytics Division

This office provides enterprise-wide analytics. Projects have included FedStat benchmarking analysis, development of OCFO Service Level Agreements (SLA's) and the SLA dashboard, OCFO customer satisfaction survey, and project management for the DATA Act.

OCFO Quality Division

Also known as the Continuous Process Improvement (CPI) group, OCFO Quality Division serves as a resource for organizations across the agency to improve processes, thereby increasing efficiencies and reducing costs and fosters a culture of continuous improvement. BIB leads continuous process improvement (CPI) projects across the agency; coaches Belt (yellow, green, black belt) candidates in improvement projects.

PBS Analytics Division

This office develops the top line revenue figure that PBS uses to justify its entire Federal Buildings Fund (FBF) budget submission and ensures that revenue collected supports the budget and tracks the financial performance of the PBS inventory. The PBS Analytics Division monitors and tracks the PBS rent bill collection process and ensures that revenue collected meets the budget authority allowed to the FBF. The division also develops revenue estimates to support the FBF budget submission and monitors the relationship between revenue and expenses and measure the affordability of the PBS leasing process.

Strategic Planning and Performance Management Division

The Strategic Planning and Performance Management team leads the performance management process, provides GSA-specific performance guidance, coordinates the development of the GSA strategic plans, annual performance plans, and prepares annual performance reports and program inventories. The Office ensures compliance with the Government Performance and Results Act (GPRA), as amended by the GPRA Modernization Act, and other OMB and Executive Order requirements to include:
