The 28-story Ralph H. Metcalfe Federal Building, located in downtown Chicago, features a state-of-the-art conference facility for federal tenants, eating area, coffee shop, and a vending room. Built in 1991, the building is constructed of steel framing in the style of Mies van der Rohe and is named for former Olympian and U.S. Representative Ralph Harold Metcalfe.

Public Access

All visitors must pass through security screening to enter the building. Main entrances to the building are located on the north (Jackson Boulevard side) and the west (Clark Street side). An accessible entrance is available via automatic sliding doors on Jackson Boulevard.

Key Tenants

The building includes offices for the Environmental Protection Agency (EPA), the U.S. Department of Housing & Urban Development (HUD), the U.S. Department of Agriculture.


In 2015 high-efficiency T-8 light fixtures were installed throughout the building as part of an Energy Savings Performance Contract. In spring 2014 the building upgraded its escalators serving the lobby up to the third floor. The new energy-efficient escalator system utilizes EcoMod technology to adjust escalator speed as riders approach and slow the escalators when not in use. Ongoing projects include installation of a new turnstile secure entry system and restoration of the plaza and sidewalk along Jackson Boulevard and Clark and Van Buren Streets.

Conference Center

The building's Morrison Conference Center offers seven conference rooms to serve the business needs of federal agencies. The facility is fully equipped with sound, projection, video, and satellite capability and can accommodate up to 485 people. Awards & Certifications

The Metcalfe Federal Building has received several awards in the past few years. The Metcalfe won The Office Building of the Year (TOBY) award from the Building Owners and Managers Association (BOMA) on the local level every year from 2008 through 2011 and won the North Central Region TOBY in both 2008 and 2011. The building also won an ENERGY STAR® award for its energy-efficient features in 2007 and was re-certified in 2012.

Art in Architecture
