Constructed in 1993 as part of the Oakland Redevelopment Project, the Ronald V. Dellums Federal Building & U.S. Courthouse complex consists of two identical towers topped with pyramid-shaped roofs. The towers are connected by a ground level rotunda and an elevated sky bridge. The podium of one of the towers houses a federal courthouse and the other houses a post office and conference center. The primary tenants are the U.S. District Courts, Internal Revenue Services, U.S. Coast Guard, and Veterans Health Administration/Veterans Benefits Administration.

Parking and Public Transportation

There is no parking in the building for the general public. Metered street parking is nearby. Six commercial parking lots are within walking distance to the building. Public transportation is available via BART and AC Transit. The nearest taxi stand is across the street at 12th and Clay Street.

Public Access

All public visitors are required to pass through electronic security equipment located on the first floor. ADA access is available on the north side of the building at the main entrance on Jefferson Street.

Key Tenants

History and Architecture

Constructed in 1993 as part of the Oakland Redevelopment Project, the building is named after former congressman and Oakland's 48th mayor, Ronald V. Dellums. Occupying two city blocks in the heart of Oakland's City Center, its two 17-story towers are linked by a 75-foot glazed circular rotunda at the base and a two-story sky bridge located at the 13th and 14th levels. The exterior is clad with beige and white limestone along with tinted green glass and the towers are capped by pyramids of stainless steel. Two five-story wings connect to the towers, creating a landscaped plaza that leads to the rotunda main entrance.

Awards

Building Owners and Managers Association named it The Outstanding Building of the Year® (TOBY) – International Award, Federal Building Category – in 1996, 1997 and 1998.

Occupant Information

Access & Hours of Operation

The building is fully operational (lighting and HVAC services) from 7 a.m. to 5 p.m. Monday through Friday excluding federal holidays. Tenants may access the building from 6 a.m. to 6 p.m. Monday through Friday excluding federal holidays. A key card will be required for after-hours access. After-hours access is through the South Tower side door on the Jefferson Street side of the building.

Key cards are available for tenant agency employees for after-hours access. Key cards are made 1:30 to 2:30 p.m. Monday through Friday and can be picked up in the GSA Property Management Office. Their office is located on the second floor in room 280N in the North Tower. Their telephone number is 510-637-5000.

Security

Contract guard service is in place to protect the property and the tenants. Your help is needed; cooperation and awareness will help them do their job. Guards are on duty 24 hours a day 7 days a week including holidays. For all emergency or security concerns, or if no guard is available please call FPS Denver Mega Center at 1-877-437-7411.

Joint Use/Shared Services

Standard services are commonly included as part of the rent charged by GSA as documented in the Occupancy Agreement. Reimbursable services are normally excluded from the rent and are funded through a Reimbursable Work Authorization (RWA). Examples include after-hours lighting, special or after-hours cleaning, office space carpet cleaning, uninterruptible power services, and non-standard trash removal.

Conference Rooms: Conference rooms are available for building tenants from 7 a.m. to 5 p.m. Monday through Friday excluding federal holidays on a first-come, first-served reservation basis at no cost. Room use outside these hours is possible through special arrangements with the GSA Property Manager and payment of overtime utility and security costs. Please contact GSA at 510-637-5663 or EBFO-Frontdesk@gsa.gov between 7:30 a.m. to 4:30 p.m. to schedule use. Availability of audiovisual equipment varies and inquiries and reservations should be addressed with GSA.

Building Operations

Maintenance & Service Requests: Please contact the GSA Property Management Office at 510-637-5000 or EBFO-Frontdesk@gsa.gov during the hours of 7 a.m. to 5 p.m. Monday through Friday excluding federal holidays for janitorial, HVAC, elevator, lighting, or any other service provided by GSA in our building. A mechanic is on duty from 6 a.m. to 5:30 p.m. Monday through Friday.

Custodial Services: GSA provides cleaning for assigned space equal to commercial cleaning for similar space. The following services are standard: vacuuming, sweeping and dusting; emptying trash; servicing restrooms, lobbies, corridors, and other common areas; servicing loading docks and platforms; washing windows; and pest control. Carpet spot removal can be done on an as-needed basis. Overall shampooing is done as a reimbursable service and should take place on a regular basis to preserve the appearance and condition of the carpet. Lighting/HVAC: The new lighting system works off motion detectors and photo cells. Ten hours of heating, ventilation, air conditioning, and lighting are provided at no additional cost during normal duty hours 7 a.m. to 5 p.m. Monday through Friday excluding federal holidays. Additional service outside this timeframe is available on a reimbursable basis with advanced notice to the GSA Property Management Office at 510-637-5000 or EBFO-Frontdesk@gsa.gov.

Utility Closets: Tenant and tenant vendor access to electrical and telephone closets can be obtained by contacting the GSA Property Management Office at 510-637-5000 or EBFO-Frontdesk@gsa.gov. Please do not install equipment in these closets without first contacting the GSA Property Management Office.

Tenant Controlled Space Alteration: Space alterations should not be performed without first contacting the GSA Property Manager. GSA can provide alteration solutions to meet your needs. Alteration projects are normally funded through a Reimbursable Work Authorization (RWA). Also, it is building policy that work that might disrupt building tenants (e.g. paint fumes, construction noise, etc.) be accomplished after standard building operating hours.

Under the conditions above, if you are authorized to perform alterations within your space, you must adhere to all building-specific regulations with respect to contractor access, clearance procedures, and all other conditions governing general access and security controls relative to this building.

Miscellaneous Topics

Occupant Emergency Plan: Your GSA Property Manager will provide you with a copy of the Occupant Emergency Plan. Please take time to become familiar with it, and participate in Building Security Committee meetings.

Displays: Please do not post or display any material outside tenant space without first contacting the Property Manager at 510-637-5000. Displays may be posted in the ground floor lobby, but again, please contact the Property Manager prior to taking any action.

Personal Property: Please do not put surplus items in building common space (i.e., corridors, elevators, loading dock, etc.). Doing so may impede egress should the building need to be evacuated. GSA will be glad to advise you about excessing surplus property.

Loading Dock: A street-level loading dock is available for loading and unloading material or equipment from 6 a.m. to 6 p.m. Monday through Friday excluding federal holidays on a first-come, first-served basis. Please observe the one-hour limit. Vehicle clearance is a maximum 14'6" high and 36' long, bumper to bumper. NO UNDER CARRIAGES ALLOWED.

There is no available parking along the loading dock. If you have a delivery that will bring supplies, material, or equipment into the building, please have the material offloaded onto loading dock, and the vehicle removed from building. This is a building security requirement. Tenants with after-hours deliveries are responsible for coordinating and providing access.

Moving: All moves should be coordinated through the Building Manager's Office and should happen after hours. After-hours times are 6 p.m. to 6 a.m. Monday through Friday and all day during the weekends. Please restrict the movement of items such as furniture into or out of the building to the loading dock. This is a security requirement. Moving vans are limited to one lane of the loading dock at a time. Vehicle clearance is a maximum 14'6" high and 36' long, bumper to bumper. NO UNDER CARRIAGES ALLOWED. If you need to have items moved after standard building hours, please coordinate the process with your carrier.

Elevators: There are two banks of passenger elevators in each tower: one bank serving the garage level through the fifth floor; the second bank serving the first floor and fifth floors to the 17th floor. All are for passenger use only (no carts or equipment please). Each tower has its own padded freight elevator for use for deliveries.

Parking: The limited amount of reserved parking at the building is available for lease by occupant agencies. Bicycle parking is available in the garage within the bike storage room. Specific areas are designated for motorcycles of building tenants on a first-come, first-served basis. Please do not park bicycles outside of designated parking areas.

Recycling: Tenants are encouraged to take advantage of the building-wide recycling program, which includes all grades of paper and cardboard, as well as composting. Any questions regarding recycling, please contact the GSA Property Management Office at 510-637-5000.

Lost & Found: All lost and found items are to be turned in to the GSA front desk and are held for a maximum of three months. If items are found by security after hours, they are held at the FPS Control Center until the GSA office is open the following day. All items turned in are recorded and logged.
