New Charlotte U.S. Courthouse Annex and Charles R. Jonas Federal Building & U.S. Courthouse Renovation
In Fiscal Year 2016, GSA announced Congress had appropriated funding for multiple Federal Courthouse construction projects in the Southeast Sunbelt Region. GSA’s FY 2016 Expenditure Plan allocated $156,160,000 for the design and construction of a new U.S. Courthouse Annex and the repair and alteration of the Charles R. Jonas Federal Building and U.S. Courthouse (Jonas Courthouse) in Charlotte, North Carolina. The combined projects will consist of a 198,000 gross square foot new annex building, approximately 83 inside parking spaces and renovation of the existing 134,438 gross square foot Jonas Courthouse.
The U.S District Court for the Western District of North Carolina is currently housed in the Charles R. Jonas Federal Building, which was originally constructed in 1915 and expanded in 1934. The proposed strategy for satisfying the future housing needs of the U.S. Courts in Charlotte is to consolidate the U.S. District Court and various other court-related tenants into one structure. To accommodate the long-term needs of the Courts, GSA initially acquired a 3.2 acre site in 2004 from the City of Charlotte in exchange for the then federally-owned Jonas Courthouse.
In early 2012, GSA and the U.S. Courts examined the potential re-use of the Jonas Courthouse to meet the long-term housing needs of the U.S. Courts. In 2015, GSA and the City proceeded with a re-exchange of properties to provide GSA ownership of the Jonas Courthouse. As part of the agreement, to ensure fair market value in the exchange, the City is responsible for design and installation of a new roof on the Jonas Courthouse. The Jonas Courthouse roof replacement project, is projected to finish in Sept. 2017.
The total project will accommodate 10 courtrooms and 15 Judges Chambers (1 Court of Appeals Judge, 4 active District Judges, 4 Senior Judges, 1 visiting District Judge, 2 Magistrate Judges, and 3 Bankruptcy Judges). Other court-related tenants include the Federal Public Defender (Trial Prep), the U.S. Marshals Service, and Office of the U.S. Attorney (Trial Prep).
Current Status (August 2017)
Annex/R&A - The Architect Engineer (A/E) contract was awarded and the project kick-off was held Feb. 23, 2017 followed by the initial Art-in-Architecture meeting. The team concluded the pre-concept phase with the A/E’s submission on April 26, 2017 and the initial peer review meeting in mid-May.
GSA recently conducted a subsequent peer review of the concept designs, with a goal of reducing the options to three for further study. The next step is for the project team to present the design concept to the GSA Public Buildings Service Commissioner, which is tentatively scheduled for mid-September. The Art-in-Architecture effort also continues on schedule with the recent identification of four potential artists on the shortlist.
The PBS Commissioner approved the final concept at the Design presentation on September 28.
