GSA integral in supporting 2020 Decennial Census
The 2020 Census will count the country’s population in all 50 states, the District of Columbia, and five U.S. territories, including Puerto Rico and the U.S. Virgin Islands. Census began sending “invitations” in March for response, and April 1 was the official kickoff to Census 2020, celebrated as “Census Day.” Every year, billions of dollars in federal funding go to hospitals, schools, and other resources based on census data.
GSA plays a vital role for each Census initiative. In 2016, GSA began working with the Census Bureau nationally to procure 248 Area Census Offices (ACO), six Regional Census Centers (RCC), and three End-to-End (E2E) Centers. Mid-Atlantic PBS’s team of 40 employees across the region delivered 26 of those ACOs, one of the six RCCs and one E2E, all on or ahead of schedule.
The RCC, located in Philadelphia, was completed ahead of schedule, with nearly $500,000 in tenant improvement savings. As the first lease awarded in the country in preparation for the 2020 Census, this RCC provides offices essential for conducting Census operations including collecting and disseminating data for its regional territory of Pennsylvania, Delaware, Maryland, Virginia, West Virginia, Ohio, Kentucky, Tennessee and the District of Columbia.
We also delivered the Beckley, West Virginia, E2E Center on an accelerated 12-month schedule with negotiated savings of $65,000 in tenant improvement costs. One of only three in the country, the E2E Center houses operations providing insights and planning to ensure an accurate census through the improved use of mobile technology, administrative records, geospatial data and self-response via the internet.
GSA’s partnership with Census started with the 1990 Decennial and the relationship continues to grow. For 2020, Census leveraged innovation and increased automation which reduced their paper storage needs and space requirements by approximately half. GSA provides effective and efficient workplace solutions for the Census Bureau, allowing their employees to focus on mission critical 2020 Decennial Census work which affects the day to day lives of every American.
