GSA scores an A+ on Small Business Procurement

GSA received an “A+” from the Small Business Administration (SBA) for the FY 2019 Small Business Procurement Scorecard. This grade reflects the outstanding work of our Office of Small and Disadvantaged Business Utilization (OSDBU), and the contracting professionals in the Federal Acquisition Service, Public Buildings Service, and Office of Administrative Services (OAS). It also demonstrates GSA’s commitment to continuous innovation and support for the small business community.

The SBA’s procurement scorecard is an annual assessment tool measuring how successfully federal agencies meet their small business prime contracting goals, small business subcontracting goals, prime and subcontracting socio-economic small business goals, and other measures of demonstrated commitment to small business participation in federal contracting. GSA’s A+ score for FY 2019 marks the tenth year in a row where GSA has gotten at least an “A” from the SBA.

Even during the pandemic, PBS remains focused on working with our small business partners to ensure projects move forward implementing innovative safety procedures, which include: engineers conducting virtual walk-throughs to review space, staggering building manager assignments on work sites, and implementing physical-distancing practices for all in-person interactions.

Here in the Mid-Atlantic Region, PBS continues to exceed our internal small business goals that contribute to GSA meeting and exceeding the SBA goals for the agency. In fiscal year 2020, we awarded over 70% of eligible contract dollars to small businesses of all types (Small, Small Disadvantaged, Women-Owned, HUBZone, and Service Disabled Veteran Owned Small Business). That translates to nearly $108 million spent with small businesses.

As our nation continues to confront the business realities of COVID-19, staying connected with the small business community will be a key to our success this year. As of August 31, GSA awarded over 15,000 contract actions in support of the pandemic response to small businesses, with over 20% of those awarded to socio-economic small businesses. GSA successfully awarded over $43 million to small businesses, who are critical to our nation's recovery.

The partnership among GSA’s OSDBU, FAS, PBS, and OAS, along with our client agencies, make achieving our “A+” rating from SBA possible.
