GSA and the Department of Transportation (DOT) are exploring potential strategies that may foster the conveyance of portions of the Volpe Center property out of federal ownership, in exchange for consideration in the form of construction and/or renovation services on a retained portion of the property.
McIntyre Federal Building
Since the release of the RFI, a reduction in space requirements of the McIntyre’s tenant base has caused GSA to reevaluate the tenant relocation strategy contemplated in the RFI: a proposed exchange of the McIntyre for a new federal facility. Given the decrease in space requirements, and the potential for future reductions in other tenant space needs, GSA believes a leasing option will provide the more cost effective and flexible housing alternative compared to the construction and operation of a new federal facility.
As a result of the new space requirements, GSA is now pursuing a lease solution for our federal tenants in Portsmouth and we welcome your participation in the upcoming lease solicitation.

GSA, in partnership with the Department of Homeland Security (DHS), seek to sell Plum Island, New York in accordance with the Consolidated Security, Disaster Assistance, and Continuing Appropriations Act of 2009 which mandates the sale as a result of the determination by DHS to construct and operate a new National Bio and Agro-Defense Facility (NBAF) in Manhattan, Kansas and move its operations from Plum Island to the NBAF.
