Regional Administrator - Northeast and Caribbean Region

John A. Sarcone III

John A. Sarcone III was appointed by President Donald J. Trump to be the 14th Regional Administrator of the U.S. General Services Administration’s Northeast and Caribbean Region. Mr. Sarcone took the oath of office on February 12, 2018.

As the region’s chief executive, Mr. Sarcone heads operations that provide federal agencies and the U.S. Courts in New York, Northern New Jersey, the Commonwealth of Puerto Rico, and the U.S. Virgin Islands with support in vital areas such as real estate, technology, acquisitions and fleet vehicles. Headquartered in New York City, the Northeast and Caribbean Region has a workforce of over 600 employees, an annual operating budget of $644 million, a federal real estate inventory of over 500 government-owned or leased buildings, and an estimated $1.7 billion in business volume.

Mr. Sarcone has a long record of leadership experience in both the public and private sectors. He previously served as managing partner of the Sarcone Law Firm for almost 20 years, overseeing all areas of the firm’s practice. He also served as attorney and counsel for the towns of Eastchester and Cornwall in New York.

Mr. Sarcone holds a Bachelor of Science degree from Pace University in White Plains, N.Y., and a Juris Doctor degree from Pace University School of Law.

A native New Yorker, he grew up in the village of Croton-on-Hudson, where he still resides with his wife and their three children.

Regional Commissioner - Federal Acquisition Service

Jeff Lau

Jeff Lau was appointed the Regional Commissioner of the Federal Acquisition Service for the U.S. General Services Administration's Northeast and Caribbean Region on April 30, 2018.

Mr. Lau is responsible for providing leadership and oversight to four FAS portfolios representing over 120 employees and approximately $2 billion in annual revenue. These portfolios provide procurement and contracting solutions to numerous federal customers and state and local agencies.

Mr. Lau began his career with GSA in 2004 as a contract specialist in the Northeast and Caribbean Region under the former Outstanding Scholar Program. He subsequently held management positions in the region's National Administrative Services and Office Supplies Center, before being named Special Advisor to the FAS Regional Commissioner. In April 2011, Mr. Lau was named the region's FAS Deputy Regional Commissioner. From September 29, 2017 through February 11, 2018, Mr. Lau also served as the region's Acting Regional Administrator.

Mr. Lau holds a Bachelor of Science degree in Finance from St. John's University. He resides in Queens, New York, with his wife and their three children.

Regional Commissioner - Public Buildings Service

Michael Gelber

Michael Gelber became Regional Commissioner of the Public Buildings Service for the U.S. General Services Administration's Northeast and Caribbean Region on August 12, 2019.

Mr. Gelber is responsible for leadership and oversight of more than 380 Federal employees, a real estate portfolio of more than 70 federally owned facilities, and 22 million square feet of Government-owned and leased space throughout northern New Jersey, New York, the Commonwealth of Puerto Rico and the U.S. Virgin Islands.

Prior to his current position, Mr. Gelber served as the Deputy Commissioner of GSA’s Public Buildings Service for six years. In that role he was the Service's Chief Operating Officer, helping to oversee the work of over 5,000 Federal employees and an annual budget in excess of $10 billion.

His other previous senior leadership positions included GSA’s Regional Commissioner for the Federal Acquisition Service in the Pacific Rim Region (based in San Francisco, California), the Federal Acquisition Service Regional Commissioner in the Northwest/Arctic Region (based in Auburn, Washington), as well as Deputy Regional Administrator, Assistant Regional Administrator and Deputy Regional Commissioner in the Great Lakes Region (based in Chicago, Illinois). He began his GSA career in 1988 as a Project Manager and Facilities Planner.

Mr. Gelber became a member of the Senior Executive Service in 2009. In 2016, he earned the Presidential Rank Award of distinguished executive. Mr. Gelber is a graduate of Columbia University with a bachelor’s degree in history, and he attended the University of Chicago.
