Federal Acquisition Regulation (FAR)
The Federal Acquisition Regulations System was established for the codification and publication of uniform policies and procedures for acquisition by all executive agencies. The Federal Acquisition Regulations System consists of the Federal Acquisition Regulation (FAR), which is the primary document, and agency acquisition regulations that implement or supplement the FAR.
The FAR also contains the regulations that shape the Mentor-Protege Program, which pairs prime Schedules contractors with small business subcontractors for the purposes of mentoring them and familiarizing them with the federal marketplace.
General Services Administration Acquisition Manual (GSAM)
General Services Administration Acquisition Manual contains agency acquisition policies and practices, contract clauses, solicitation provisions, and forms that control the relationship between GSA and contractors and prospective contractors.
There are also relevant Executive Orders that have helped pave the way for the federal government to seek out and employ small businesses, while making the regulatory burden on those businesses less onerous.
