The following resources help with HCaTS related market research. HCaTS Pricing is solely based on the competition at the task order level. The only exception is when a customer anticipates to award a sole-source Time and Material or Labour-Hour type task order. In that case, the HCaTS Labor Category pricing will be provided to the customer. The information on this page is designed to assist customers in preparing the Independent Government Cost Estimate (IGCE), Price Fair & Reasonableness determination, and other acquisition planning.

Discovery Market Research Tool

Discovery is a market research tool that provides information on all HCaTS contract holders and streamlines the process for developing acquisition planning. Discovery pulls information from FPDS to provide context-rich contract history on awarded contractors based on primary NAICS codes that gives an insight about HCaTS contractors on Unrestricted and Small Business.

Discovery allows the customers to:

  • Generate a list of awarded contractors based on a NAICS code and socio-economic status
  • Generate a list of current and completed contract history for each contractors using the Federal Procurement Data System (FPDS)
  • View the up-to-date System for Award Management (SAM) registration data for each contractor and point of contacts
  • Download contractor details as a Comma Separated Values (CSV) file for offline use and analysis

Contract Awarded Labor Category

The Contract Awarded Labor Category (CALC) tool is a powerful labor category and pricing research tool to help the federal contracting community make smarter, faster buying decisions. CALC allows customers to conduct research and price analysis for professional labor categories across a database of contract awarded prices for 48,000 labor categories from more than 5,000 recent GSA contracts. CALC helps contracting officers determine the range of pricing for a specific labor category.

GSA eLibrary

GSA eLibrary is a centralized online resource to assist acquisition professionals in the research and identification of commercial businesses providing products and services offered under GSA and VA acquisition solutions. eLibrary is updated every night, so you can be assured that what you are seeing is accurate and up-todate award information.
